Strategy planning for a community-oriented development of ›Neue Mitte‹ in the Leonhardsvorstadt

With the aim of deepening and qualifying the results of the wide-ranging participatory process ›Planspiel Zukunft Leonhardsvorstadt‹ with regard to the forthcoming concept competition for the centrally located ›Neue Mitte‹, a structural and programmatic strategic planning was carried out after the previous process.

The strategic planning was accompanied by digital information and participation events. In this way, the results could be questioned and reflected upon during the process with the city society, thus promoting a strong balance of interests.

Within this framework, a strategy plan and paper were drawn up, which contain structural and programmatic objectives, specifications for planning and award criteria for the development of the construction site in the interest of the common good.

An open concept

The central task is to find an appropriate degree of set program and planning openness so that the framework for the concept process is flexible on the one hand and quality-assuring on the other.

Anchor uses with a focus on the common good and communal living typologies form the starting point of the spatial program for the location, which is to be implemented by the participants in the concept competition with their own uses and developed into an overall concept that is coherent for the location.

The programmatic ideas were implemented with recommendations for suitable operator and cooperation models. It is also about promoting cooperation between developers, tenants and users throughout the entire planning and development process.

A flexible planning

The result of the urban development test and variance planning of the business game are structural scenarios, the investigation of which enables the derivation of planning guidelines. These serve as an orientation for the further design planning, both at the district and property level. 

The resulting urban framework defines important specifications for land use planning, with the aim of creating the necessary building rights through a project-related development plan.

The study was supported by a comprehensive expert paper, which contains the goals and recommendations for action for the transformation of Leonhardsvorstadt into a sustainable quarter.
